-during Russia's Wars > Baltic War of Independence (1898-1902), the German elite dominated Landtags united as single congress and declared independence as Duchy of Baltenland
-and had soldiers to enforce it despite disgruntled peasants and workers
-and supported by Prussian government and German volunteers
